Ichikawa City's General Plan is based on strategic planning of the long-term future outlook of the administrative management of the city.
The administrative environment is beset by problems of low economic growth, declining birth rate, ageing society, advanced information system, environmental problems on a global scale, diversification of people's sense of values, and others. Forecasting the changing trend in socio-economic situation was deemed important to enable the city to deliver an immediate and appropriate response to the challenges that will carry on towards the quarter of the 21st century (2125). For this reason, the General Plan was established.
The Basic Design of the General Plan refers to the plan describing the idea of the image of the future city. To materialize this city image, the Basic Plan details the fundamental outlook and direction. The Enforcement Plan is set down to concretely implement the scheme. These three are the framework of the General Plan.
The Enforcement Plan for the 5-year planning period, from 2001-2005, called, "The First 5-year General Plan" has been accomplished. To cope up with the changes in social condition, the planning period is shortened to a 3-year period, from 2006-2008, called, "The Second 3-year General Plan" which was already initiated.
