Residents' Community-development Bonds
For all residents who may be interested in taking part in the city's development projects or participate directly in the municipal administrative activities, a system that aims to create a cooperative society was established. The Ichikawa City Residents Community-development Bond was issued starting 2005, wherein all residents can securely buy bonds while participate in community-building.
With the Residents Community-development Bond system, after funds are directly received from residents, local district bonds are issued. This process is called, Residents Participation Type in Public Issue of Bonds.

Budget
The city's fiscal financial year starts in April and ends in March of the following year. The estimated income and expenditures for the whole year is called a budget. Moreover, the city budget is divided into various accounting. Public Offices like, the National Health Insurance and Sewerage Section have particular incomes and therefore, have independent profit system, which as a rule, require a special accounting process. Hospital administration is covered under the Regional Public Enterprise Law, which employs the Public Enterprise Accounting System. Other city offices and institutions are included in the general accounting.
