Mr. Kaku Matsu Jaku, a native of China, was a politician and a literary person who became instrumental in mediating the establishment of Friend-City agreement between Japan and China's Leshan province, and had countless of achievements during his tenure. He lived in Suwada from 1928, for 10 years. The Memorial Hall, his former residence, under the administration of the city was transferred and renovated in Ichikawa Mama 5-Chome, in the occasion of its 70th anniversary. It also serves as proof of friendly relations between Ichikawa City and Leshan City. Kaku Matsu Jaku Memorial Hall was opened to the public on September 16, 2004.
During Kaku Matsu Jaku's stay in Ichikawa City, he became devoted to the study of ancient Chinese society and made research on Chinese stone and metal inscriptions, and ancient writings on tortoise shell and animal bones. He had published literary works such as, "A Study of Ancient Chinese Society", and "A Study of Ancient Chinese Writings".
