Ichikawa City provides low-cost housing for lease to residents who are poverty-stricken or unable to afford to rent a normal house or apartment due to financial difficulties. Those who wish to apply for occupancy of public housing should register first, indicating their level of financial distress. Applicants will be ranked according to their level of financial distress or necessity. In case of a house vacancy, priority will be given to the applicant with the highest level of financial distress.

Registration is held annually in June, and the applicant's eligibility and level of financial distress will be evaluated and decided upon. Within the validity of the registration period (until May 31 of the following year), the list of eligible applicants for the estimated number of room vacancies will be registered in the order of their level of financial distress.
