Introduction
A Community Center (Kominkan) is a place for deepening communication among communities and for learning a wide range of educational courses that will help develop one’s skills and expand interest and knowledge. The Kominkan can be used by anyone, anytime, and in any location. This public facility was also established to educate the citizens about the society.
Users of the Community Center
An organization or group composed mainly of Ichikawa City residents or non-residents, who are working in the city which can be civic groups involved in various activities, study groups, workshops, and other community groups, can use the facilities of the community center.

APPLICATION / USAGE FEES
To use the facilities of the Community Center, initial application and reservation is necessary.
For first-time users, please inquire at the information counter of the Community Center. Application documents will be evaluated by the committee members to decide if the applicant can be eligible to use the facilities of the center or Kominkan.
1) Reservation Counter of Kominkan facilities
Information counters of all community centers in the city are open from 9:00 am(Application by telephone is available from 9:30 am)

2) Reservation by Internet
Organizations that are regular users of the community center, may apply for registration for internet access. For more details, please inquire from the Kominkan you wish to use.

3) When to Begin Reservation of Facilities
Application (Reservation) for use of community center facilities should be 14 days before the actual use of the facility, wherein the day of the application should be the same day of the week of actual use.
Application by Internet (Reservation), should be the same day of the week as mentioned above, starting at 12:00 noon.

Usage Fee
There is a standard rental fee for usage of every room and facility of the community center. (Kominkan Usage Fee).
On the actual day of usage, please pay cash to the information counter of every Community Center.
RESTRICTION OF USAGE
Since the Community Center is a public institution for learning about the society, in accordance with Social Education Law, the following conducts are strictly prohibited:
Since the community Center is an institution for educating people about the society, there will be cases when application can be rejected if the purpose for usage deemed not suitable.
Also, because this is intended for public use, any misconduct or trouble caused by the user of the facility is strictly prohibited. This can lead to rejection of holding of activity or cancellation of the permission issued for usage of the facility.

Cases when application for use of the Community Center can be rejected:
1) When there is an obstacle to the prevailing order and good tradition of society.
2) When there is an occurrence of damage, unsanitary condition, and lost of items while using the facility of a community center or any affiliated institution.
3) When the intended use of the community center runs contrary to the Social Education Law Article No. 23 regulation :
・Individual or private use of one person is contrary to the purpose or objective of the community center and is therefore not allowed.
・The activity is solely for commercial purposes, or if the Community Center’s name was used for a specific commercial activity or in promoting other commercial activities.
・The activity involves supporting a specific political party, or if the name of the community center was used to support or promote a specific commercial activity or in supporting an individual.
・The activity is concerned with promotion of a specific religious activity or supporting a religious sect or organization.
・Individual or private use of one person is contrary to the purpose or objective of the community center and is therefore not allowed.
・The activity is solely for commercial purposes, or if the Community Center’s name was used for a specific commercial activity or in promoting other commercial activities.
・The activity involves supporting a specific political party, or if the name of the community center was used to support or promote a specific commercial activity or in supporting an individual.
・The activity is concerned with promotion of a specific religious activity or supporting a religious sect or organization.
4) If the activity is concerned with supporting the activities of a o prevent any misconduct instigated by a group associated with a violent organization, in accordance with the prescribed law (1991 Law No. 77) Article No. 2, Item No. 2, that details regulation on violent organizations (Article No. 9, Item No. 6, which refers to “Violent Organization”)and for the interest of a person.
5) If there is misconduct caused by a violent organization. The prohibition will be based according to the following laws to protect from violence from violent groups (1991, Article Law No.77). Supporting the profit of such organization was also prohibited.
6) Other group activities which the Board of Education deemed harmful to the institution.Even after the permission of usage has been issued, should the above cases have occurred, cancellation of permission for usage or termination of usage and can be ordered to cancel the general contract.
Moreover, the user who has caused damages will not be asked to shoulder the compensation incurred with the damage.
