Hiroo Disaster Prevention Park

In April 2004, a disaster prevention park was completed in the Osu district of Ichikawa City. Following the Osu Disaster Prevention Park, this park is currently under construction for opening in April 2010 to provide an urban park with anti-disaster functions in the Gyotoku district as well. 

1.Objective

Since the area of the urban park per resident is smaller and the area of the evacuation space is insufficient around the Hiroo district, an urban park with the function of disaster prevention facility and a temporary evacuation space is being provided.

2.Overview

  • Area: About 3.7 ha
  • Type of park: District park
  • Arrangement policy: A park is provided that is enjoyable for residents as a place for relaxation and recreation, and that also doubles as a temporary evacuation space as well as a relay base for initial rescue and emergency transportation in the event of disasters.
  • Time of completion: To be opened in April 2010.

3. Arrangement Plan

Evacuation zone

In consideration of locations of the district park for guiding (within a radius of 1 km) and the adjoining temporary evacuation space (Minami-gyotoku elementary school), Ainokawa 1-chome and 2-chome, Arai 1-chome to 3-chome, Shimajiri, and Hiroo 1-chome and 2-chome are defined as the evacuation zone, which work as a temporary evacuation space along with Arai elementary school. The assumed evacuation population is about 13,000 people.

Entrances/exits

Many entrances/exits are provided so that people can enter and exit anywhere upon evacuation. Circumferential park roads are rearranged next to footpaths to allow for easy access when used as a regular park.

Fire prevention forest

This is provided to improve the safety of the evacuees on the assumption that fire disasters occur around the park. For the forest, a variety of trees for every season have been planted.

Flower square

In this small square, people can relax on benches surrounded by flowers.

Relaxation square

Lawn square surrounded by trees. People can relax while enjoying a wide view and leafy shade.

Gathering square

When used as a regular park, it is a space for events or sports. In the event of disasters, this square is the location for collecting supplies.

Play square

In this square, play equipment is scattered around. For play equipment, questionnaires were delivered to the neighbors.

Water-joy square

This square is provided at a location that does not obstruct evacuation and it is the symbol of this park facing the former Edogawa River. This is the place for children to play with water and people can relax while viewing water.

Health square

People of many generations can enjoy various light sports in this square.

Break square

People can stop around this square to take a break while walking on the recreation trail along the former Edogawa River. When the emergency dock is provided in the future, it is also available for carrying in and handling supplies.

Management house (management office, stockpiling warehouse, etc.)

The management office and stockpiling warehouse located together allow for integrated utilization in the event of disasters. The management office is used as the contact point or rescue space and rooms as the activity base for volunteers are provided.

Parking lot

A parking lot with the necessary and sufficient size is provided. 

Supplies gathering yard

The gathering square and parking lot are available as the supplies gathering yard in the event of disasters. The turnaround for large vehicles carrying supplies and the stage pergola for unloading supplies are provided.

Evacuation square

Immediately after the occurrence of disasters, most squares including the relaxation square, health square, and play square work as the evacuation squares.

Emergency heliport

The health square is used as the evacuation square immediately after the occurrence of disasters such as a large earthquake. If aftershocks cease after a few days, it is also used as the emergency heliport for the emergency medical service or transportation of the aid supplies.

Earthquake-proof drinkable water tank (buried underground)

This water tank is directly connected to the waterworks. When hit by the vibrations from a large earthquake, valves on both sides of the water tank are automatically closed to secure drinkable water for 3 days (about 120 tons) for evacuees.

Fire prevention water tank (buried underground)

Fire prevention water tanks are provided at three locations on the assumption of fire disasters occurring to buildings in the park and surrounding area.

Rainwater tank (buried underground)

To prevent outflow of rainwater in the park, the water tanks for temporarily storing rainwater are provided at three locations.

Emergency lavatory (buried underground)

In addition to the normal lavatories, the emergency lavatory is buried underground and it is available in case of emergency.

After the decision by the city council, the urban park area was determined and notified publicly based on the Urban Park Law.

May 2005

 

As a result of participation by the neighborhood resident's associations, the Hiroo Disaster Prevention Park Arrangement Plan Development Round-table Conference was provided. 

   August

 

The demolition work for the existing buildings was started (until the end of January 2006)

October

 

The "Basic Plan (draft)" was announced publicly by the round-table conference and public comments were collected.

June 2006

 

Along with the review of the arrangement plan, the urban park area was changed and notified publicly.

February 2007

 

The urban plan based on the urban plan law was determined and notified publicly.

March 2007

 

Urban plan enterprise authorized.
