In Ichikawa City, the Second Term Ichikawa City Self-Sufficiency Support Project for the Homeless is being undertaken and enforced.
1.Objective of the Project
- To support those who do not have a stable place to live in or those who have no other choice but to live on streets, by means of helping them adapt to the society and by providing assistance in the recovery of their health and cultural orientation as they return to a normal way of life.
- To support those who do not have a stable place to live in and are on the verge of living on the streets, by means of creating an environment that will provide an opportunity for them to return to a stable living condition.
- To support former homeless persons (those who have lived on the streets or did not have a stable place to live in), by helping them establish a stable living condition after finding a place to live in.
To realize the objectives stated, from 1-3, it was necessary to acquire the cooperation and understanding of related institutions, various organizations, and the general society in undertaking an immediate and effective solution to this problem. This project is being enforced based on the special action law related to Self-Sufficiency Support Project for the Homeless.
2.Process of the Project
In January 2008, the Ichikawa City Self-Sufficiency Support Promotion Conference was conducted with the participation of Education-related professionals, Medical Doctors’ Association, Ichikawa City Health & Welfare Center, Legal Counselors, Human Rights Protection Committee, Neighborhood Association, other related institutions, and City Hall officials, to debate on the future direction of Ichikawa City’s policy in tackling the problem of the Homeless. This project is based on a proposal that was established from the resolution adopted at the same conference. The planning operation was consistent with the “Basic Policy Related to Self-Sufficiency Support for the Homeless” that was advertised in Ministry of Health and Labor/Ministry of Land, Infrastructure and Transport Bulletin No. 1, last July 31, 2008.
