In Ichikawa City, the ordinance above was issued on September 22, 2003, and will be brought into effect on April 1, 2004. In recent years, smoking problems like passive smoking, smoking while walking, and scattering cigarette butts have drawn attention. As for the living environment, there have been many complaints about littering and dog droppings. These problems have been lingering for a long time. The cigarette issue is a particularly important subject for Ichikawa City, which attempts to promote people's health. The city has regarded these problems as a matter of manners. From now on, to ensure the citizens' good health and safe living environment, setting cardinal rules have become necessary, hence the following ordinances was established.
Prohibited Act
1. Smoking on designated no-smoking zones or throwing away of cigarette butts
2. Throwing away of cigarette butts, empty cans, and other items in public places.
3. Scattering of flyers or handbills, when distributing printed matters in public places
4. Leaving of dog droppings in public places throughout the city

No-Smoking-While-Walking Zones
To achieve the goal of this ordinance, the areas around the stations were designated as no-smoking-while-walking zones. For the time being, the following stations have been designated: JR Ichikawa Sta., Motoyawata Sta., and Tozai Line's Myoden Sta., Gyotoku Sta., Minami-Gyotoku Sta.
Obligations of Citizens
Avoid smoking while walking and refrain from throwing empty cans on streets. To promote environmental beautification, observe proper breeding and keeping of domestic animals like, dogs, cats, etc.
Obligation of Shops
Shop who sells cigarettes, food and drink should install and maintain trash cans to prevent scattered cigarettes or cans.
Obligation of the City
The city should ensure the citizens' good health, safe and clean living environment, and should be able to enhance the citizens' awareness of a clean surrounding.
