It is an urgent requirement for every municipality to address the issue of reduction in the expenditure budget for personnel and other costs, as it faces a difficult financial environment and increasingly complex and sophisticated citizen needs in particular. The time will soon come when a large number of city employees retire and it will become necessary to positively use diverse modes of employment such as temporary employment and reemployment and review carefully what the contents of the works of municipality employees are in collaboration with local citizens and businesses. We believe that the Ichikawa City Version of the ABC System can play a significant role under these circumstances.
Recently, the management accounting system has been attracting attention as an effective tool for reforming work processes, but municipalities tend to hesitate to make an organization-wide introduction of the system because of the complex analysis procedures it involves.
Ichikawa City has successfully implemented a city government-wide introduction by reducing the number of purposes of introduction and focusing only on the function of resource shifts (redistribution of management resources) of city employees so that ABC (activity based costing) will surely lead to ABM (activity-based management).
It is now possible to analyze the data of more than 4,000 city employees in an instant.
We think that it is possible for other organizations to introduce the Ichikawa City Version of the ABC System as a general-purpose system. Accordingly, we have decided to offer for profit the Ichikawa City Version of the ABC System Development Program. We will dispatch city employees based on request from municipalities that need an explanation of the background of introduction, action plan, and/or system configuration. - The price of the software license is 700,000 yen.
- Your city may outsource the development to a system developer based on the provided program source.
- Your city shall not disclose the provided program source to any third party until an agreement is signed between your city and the system developer.
