1.TOWN WHERE WE FEEL TRUE WEALTH
We create the town where everybody could feel true wealth full of dream and vitality throughout his or her life.
Everybody has dreams to lead a happy life and desires to realize them.
Our making effort to achieve the dreams is essential. At the same time it is necessary to develope a society that everybody can choose his or her way of living freely from a lot of possibilities.
In this point, we engage in various tasks to promote the environment which everybody could realize the dreams.
That is, the environment that all citizens could get an opportunity to learn wherever and whenever they want, and that working or community activity could be compatible with child raising, and that everybody could easily challenge
a new business under brisk industry and stable employment.
In addition, if supporting-systems were prepared in the society, everybody could pursue the dreams without worries.
It is necessary to create the community filled with mutual understanding and supporting, where nursing and medical care is available in time of need.
So we plan not only to improve administration service but also to promote the environment that volunteers and enterprises could easily contribute to a society from each point of view.
Living together with children through the elderly in families and communities makes them produce dialog, cooperation and help, and even get to know living wisdom.
Thus we try hard to realize the community or regional society which every generation could integrate , cultivating and supporting each other.
Through this engagement, we aim at developing "town" that everybody can live wealthily with dreams throughout his or her life, and aim at creating impressive "town" that people who brought up and lived in Ichikawa can be
proud of as a "hometown".
(1) We build this town filled with the community welfare in which everybody can live healthy and in peace.
* We proceed health care system for both mind and body in cooperation with medical systems, sanitation and welfare in order to live healthy and in peace.
* We make efforts to enrich community medical system so that we be able to receive the most favorable medical care required.

2. A town that promotes a rich variety of culture and the arts.
People demand “comfort" “peace" “happy" in our daily life, therefore we encourage a culture and arts to make our life exciting.
The Ichikawa's culture has been well known by its history written in the poem of Manyou-shu or through persons in an academic or artistic career. We utilize these valuable cultural assets to announce toward outside with keeping and taking over and making the best use of them.
On the other hand, adding Ichikawa's own assests, we have “Town Culture" created from our life-style or our way of living and blended with the community. We regard all of our way of living that contain one's sense of values, life-style, artistic and cultural activities including civic movement under public spirit as a Town Culture in a broad sense.
Diversification makes our life comfortable and this Town Culture would becomes an essential element that may bring our life rich in the times considering our own life important. Then enhancing the promotion of the Town Culture leads our life more comfortable.
For this reason, we promote developing community to encourage artistic and cultural activities, lifelong study activity and other activities that lots of people, having a public spirit and morality, could take part in and contribute to the community. Still more, we bring up a talented person to organize these activities and take root into the area. Also we make efforts to create a new culture in various exchange activities with the advance of internationalization.
In this way, we harmonize the Town Culture and old historical assets and artistic assets to incoporate into our daily life that we could enjoy and create. As a result,we could develop the Ichikawa's own culture that would have a good influence each other.

3. Safety, comfortable and attractive Town
We promote developing an attractive Town that people can communicate among the community under safety and comfortable circumstances.
Safety is an indispensable condition to live in peace. We make a town planning to prepare for disasters or to prevent from danger intimidating our life or living such as criminals or traffic accidents. Also we protect the environments and harmonize the town with nature. We try to make a town planning that considers comfort or leads rich life adding its functioning or efficiency. For this reason, improving the quality of living space in the city like streets and public squares to make the best use of them, while we aim at arranging the urban surroundings that citizen's groups or companies move actively.
Still more we take high-information technology improving our life convenient and making a good living, in administration service or organizing the city. Also, we equip the function appropriating safety and comfortable city based on a wide viewpoint with using an impact of a large-sized project such as providing main roads and seaside area.
Various people gather to the comfortable and high-level city environments and the power of area producing a new city activity. Then this power leads to the growth of the the city having distinct face and still talented person would gather there. * In order to protect people's life and property from the disaster, we will proceed to make the complete organization of fire fighting and disaster prevention in addition to the maintenance of urban facility, so we will promote to prevent our town from the disaster.
* We proceed to make safe and secure environment by the education of the traffic safety and the action of crime prevention.
(2) We support comfortable life and proceed the maintenance of urban facility of good quality.
* Consideration should be given to new traffic methods to match new era and we aim to construct the synthetic traffic system.
* In order to enjoy the convenient city life and achieve economic activity without any problems, we proceed to construct the road in our area which is connected to main roads widely.

(4) We promote the industry and make vital town.
* Planning to make current shops and shopping district more active, we proceed to make family commercial circumstances which keeps in contact with the people in our town.
* We promote to welcome the new industry or change to new business in addition to reinforce the management stability of the enterprise to follow the change of industrial construction and the technical renovation.
* We increase the vitality of the agriculture and the marine product industry which is next to the area of consumer and also we make an effort to provide fresh agricultural products and marine products to our people in our town.

4. Town with men and nature coexisting
We, in our efforts to protect and create a better environment, have our next generation inherit the environment more comfortable to live in.
The city of Ichikawa where we live, remains of natural beauty such as scenic views of rivers, sea, black pine trees and northern green plateau, all of which give us in our hearts a vivid image of our home town. Also, natural resources such as water and energy, irreplaceable for our daily life, are supported by the blessings of nature.
But the modern society of mass production, mass consumption and mass disposal is destroying the natural environment, giving a serious bad influences on a global scale. The natural circulation has vast global extent, for instance, a river close to us, flows down through Tokyo Bay to the Pacific Ocean, supporting our daily life and linking the world. Similarly, environmental burdens, arising from our daily life, gradually grow larger into a large stream in local and urban areas, and finally have a bad influences on
the global environment.
Understanding a dispensation of natural circulation and being conscious of our individual daily life, not indifferent to the global environmental problems, we should have our daily life in our surrounding areas, always taking into consideration of the global environment.
To solve these problems, while realizing energy conserving and recycling type society, we proceed with the environmental protection against air, water and underground soil pollution and reduce the environmental burdens.
Besides, it is important to protect the remaining nature and restore the lost nature. Farmlands and fishing grounds are also an important urban nature. For these reasons, we will protect nature by controlling growth of the city and rearrange greenery and waterside space.
The natural environment will become important grounds, on which our children, being born and raised in Ichikawa, will draw picture of a futuristic city.

* In order to keep precious natural environment and versatile ecosystem, we make the life-style and the system which live jointly with the nature.
* The agriculture and the fishing industry in the nature should be highlighted, so we make an effort to keep the conservation of natural environment in order to maintain and continue the production activity by these industries.
* Water spring, river and ocean are our precious property in our town to be useful, so we make an effort to keep, renovate and create the water space which is enjoyable for the people easily.
* We promote the environment with the rich of green trees by keeping, renovating and creating the trees dotted hillside, the agricultural land and the green tract of land in down-town which is in good condition.

* In cooperation with the people, the corporation and the administration, we try to promote to save the energy and the natural resources in order to make our town which is good at the environment.
* We increase the opportunities of education and learning about the environment and we will promote to give the motivation to the people and the corporation.
* As well as the countermeasure of new material of environmental pollution, we prepare the complete solution of the conservation of natural environment to make our safe and comfortable town.
(3) We make our town which can use the recycle system of resources by controlling the waste.
* In cooperation with the people, the corporation and the administration, we promote to reduce the waste and use the recycle system positively in order to establish the life-style of no garbage.
* We construct the recycle system in our society by using limited resources and we try to make our society which will be prospered continuously.
5. Town Development by citizens with administration
we, citizens together with their local government administration, develop an affluent futuristic city.
Now that we get material wealth with the developments of a society, we come to seek our own ways of life being more like ourselves based on our own senses of value. But, on the other hand, it is essential for us to try not to lessen our senses of interest and responsibility for the society since we can enrich our individual life in line with city development. The city, in which anybody can live in one's own way, will requires each to play one's role in the society.
Originally, city planing and development are aimed at making citizens of the entire society happier. But, now that individual senses of value have diversified, appreciation of happiness itself differs citizen by citizen, and not uniform. Citizens and administration, being members of the society, should work out together measures against the global environmental problems, declining birth rate, promotion of decentralization of government authority and such, in order to develop an affluent futuristic town.
