【市長説明 概要】
国の緊急事態宣言を受けまして、本市の取り組みを発表させていただきます。
私からは特に強調したい2点をお話しさせていただきます。国から7割から8割出勤を減らそうとしていますが、それに対する市役所の対応と市独自の経済対策について説明いたします。
市役所の対応
市役所は3,200人の職員を要する巨大な組織であり、市内で感染者が比較的多く出ていることから、市が感染源になることは決してないようにしなければなりません。
今後開庁時間を10時から16時までに短縮し、また、段階的にテレワークを導入していくことですぐに7割減というわけにはいきませんが、市職員から感染者を出さない、感染源にならない取り組みを行います。この間、オンラインでの様々な申請など工夫をしてまいりましたので、市民の皆様におかれましてはフルに活用していただいて、極力外出しない庁舎にわざわざ足を運んでいただかなくても手続きが済むようにしていただきたいと思います。
また、関連して相談体制の強化ということで、コールセンターを設置します。電話で様々な経済対策・給付金の申請など対応してまいります。
経済対策について
感染拡大を終息させるため、市民の皆さん・県民の皆さんと一緒に、なるべく外出を避けることが一番肝心なことになります。事業者の皆さんにおかれましては、お店を閉めようといっても補償がなければ、それぞれ生活があり実効性を担保することが難しいと考えております。そこでこの感染拡大防止に関して、努力していただける事業者に対し給付金をお出しします。また、このコロナウイルスに関連して収入が減ってしまった個人の皆さんに対する補償を行います。第一弾として中小企業の資金繰り支援を行いましたが、この枠を拡大していきます。また、ひとり親世帯の所得低下の対応策として子供の貧困防止のために児童扶養手当の給付拡大を行います。
学校を休校にして久しいですが、子どもたちの家庭での教育を支援するということと、タブレット端末を子どもたちに貸与して授業の補習を行っていきます。
また、感染した方々の収入減に対応するための家計の支援として、傷病手当支給の拡大を行います。これから経済が痛んできますので、市税・国保税の納税猶予、下水道使用料の徴収の猶予を行います。
また、家庭保育をされている方に対して保育料の還付を行います。
若い方々の感染者が増えている中で、なるべく家にいていただくために、市内に約12,000ある各事業者の方々すべてに対して、店舗の消毒やマスクの購入、休業、事業の中止など、色々な感染拡大の取り組み・努力をされていると思います。そういった方々に対して、上限20万円を支給します。
給与収入が減った個人への支援として、前年度の給与収入が500万円以下の方々で、前年度と比べて20パーセント減収見込みの方に対して、令和元年度の住民税相当額を支給します。具体的に申し上げますと、給与収入が500万円の方で給付額22万2,000円、400万円の方で16万6,000円、300万円の方で10万8,500円、200万円の方で5万6,900円、100万円の方で7,700円、非課税の方で均等割額の5,000円です。
事業者に対する給付が、12,000事業所に対して上限20万円ですので費用が24億円、個人に対する給付が21億5千万円を予定しています。
市役所の開庁時間を工夫して感染拡大の防止に努めること、経済対策が取り分けてご報告したい点であります。それ以外に私たちが取り組むことをご報告させていただきます。
一つは、残念ながら、コロナウィルスで亡くなられた方がでました。ご冥福をお祈りするとともに、ご家族に心からお悔やみ申し上げます。死者を出さない努力をしてきたつもりですが、大変残念です。
病院関係者、保健所の皆さんが最前線でご努力されています。市民を代表して心から感謝申しあげます。いわゆる医療崩壊の危機が叫ばれている中、軽症の方で満床になることを避けなければなりません。医師会の先生方や保健所とも協力して、軽症の方を受け入れる施設を市で独自に用意する必要があります。市内のホテル事業者の方々と交渉中です。また、マスクや消毒薬の配布の準備を進めてまいります。
この対策の事業規模は総額60億円程度を想定しておりまして、そのうち財政支出、いわゆる真水にあたる部分は51億円を検討しております。不要ではなく、不急の事業を洗い出して、執行停止することで、財源を捻出することができると考えております。
市民の皆さんは、先行きに対して不安を抱えていらっしゃることと存じます。私たちもコロナウィルスの感染の終息に向けて努力して、この大変な状況から市民の皆様が立ち上がれるように、議会の皆様とも手をとりあって、最大限仕事をしてまいりたいと存じますので、希望をもって市民の皆様には生活していただきたいと存じます。この第2弾の対策がその一助になることを願ってやみません。既に第3弾も検討しております。なるべく早く適切な施策を実践して、安心していただきたいと存じます。

In response to the state of emergency, I would like to about the measures that Ichikawa city is going to take today. Particularly, I have two items that I’d like to emphasize. The central government has requested the public to help in decreasing the volume of commuters by 70 to 80 percent. I will explain how Ichikawa city is responding to the request, and our own economic measures today.
Ichikawa city’s response:
Ichikawa City Hall is a huge organization with approximately 3,200 employees. Since many confirmed cases have been reported in the city, we must ensure that City Hall itself will not be the source of infection. The opening hours will be shortened from 10am to 4pm, and incrementally we will introduce teleworking as well. It’s not possible to decrease our city employees’ commuting rate by 70 percent right away, but we will begin new approaches to mitigate the possibility of contracting or spreading the COVID-19 infection. In the meantime, new online systems for various applications have become available at Ichikawa City Hall, and I encourage our residents to make full use of our new online systems without coming all the way to City Hall. In line with the new systems, we will set up a call center to reinforce the COVID-19 related consultations, so our residents can file applications for economic support and subsidies by phone.
Economic measures:
First and foremost, together with the cooperation from residents of Ichikawa city and Chiba Prefecture, we need to stay home as much as possible in order to stop the spread of COVID-19. For business owners, closure of their businesses would be a very hard choice without government compensation. Ichikawa city, therefore, has decided to give subsidies to the business owners who put their efforts into preventing the spread of the virus. The city will also support those individuals whose income has gone down due to COVID-19 related reasons. As a first phase, the city has provided loans to small-to-middle sized companies, but we will expand the eligibility for this support. Also, as a countermeasure for single-parent households against losing further income, we will raise the child benefits in order to prevent child poverty.
It has been quite a while since the school closure was announced in the city. We will support schooling children at home, and begin make-up classes by lending tablet computers to children residing the city.
For household support for people who contracted COVID-19 and who lost their income as a result, the city will expand medical subsides. I anticipate that our economy will shrink in the near future, the city, thereby, will allow tax concessions for municipal tax, national health insurance tax and sewerage water usage fees.
For parents and guardians who are looking after children at home either voluntarily or inevitably because of facility closures, the city will return the nursery expenses that had been already paid.
As the infection increases among the younger generation, about 12,000 business owners in the city must be busy tackling various approaches and efforts, such as disinfecting their stores, using face masks, shutting down or suspending their businesses, to encourage the public to stay at home as much as possible. For those business owners, the city will provide subsidies of 200,000 yen each at maximum.
To support those individuals whose income has gone down, more specifically, people whose annual income in fiscal 2019 was 5 million yen or lower, and who anticipate their income will go down by 20 percent this year, the city will provide subsidies that are equivalent to their fiscal 2019 residential tax. To be precise, for people who earned 5 million yen annually will get 222,000 yen in subsidies, people who earned 4 million yen will get 166,000 yen, people who earned 3 million yen will get 108,500 yen, people who earned 2 million will get 56,900 yen, people who earned 1 million yen will get 7,700 yen, and people who are exempted from residential tax will get 5,000 yen.
The city plans to provide subsidies of up to 200,000 yen to 12,000 business owners, which would total 2.4 billion yen, while the subsidies for individuals would come to 2.15 billion yen.
So, the take-away of my address today is shortening the opening hours at City Hall in an effort to contain the virus, as well as economic measures.
In addition to these measures, I have an announcement to make:
Firstly, I regret to say that one of our fellow residents has died of COVID-19. I express my sincere condolences to her family. I truly feel sadness and regret because the city has been putting our utmost effort into containing the virus in the city.
I would like to mention about the people working on the frontline in medical and welfare fields, too. On behalf of Ichikawa city, I express my sincere gratitude to these workers. Collapse of the medical system has been a big concern recently, and we need to avoid filling up hospital beds with patients who have mild symptoms. By cooperating together with doctors in the Japan Medical Association and employees working at public health centers, the city needs to set up our own facilities where patients with mild symptoms can be admitted.
We are, therefore, negotiating with hotel owners in the city in this regard. We are also preparing for the distribution of face masks and disinfecting liquids.
The cost for this measure has been calculated at a total of 6 billion yen or so. We expect that 5.1 billion yen out of the 6 billion yen expenditure can provide a boost to our economic activities. The city is able to secure the budget by selecting and suspending not-pressing projects.
I believe our residents must be feeling anxious about the uncertainty around our future.
We will continue to put our utmost efforts into stopping the infection by cooperating with city council members, so that everyone can recover from this challenging time. While we are trying the best we can, I ask all Ichikawa residents to keep their hopes up. I hope these supports in the second phase will be most helpful. We are considering additional supports in the third phase. We will try to implement appropriate measures as soon as possible to make our residents feel safe and protected.
