1. Starting from Wednesday, April 1, penalties will be issued for bicycle traffic violations

Following the revision of the Road Traffic Act, the traffic violation notification system, also known as the ‘blue ticket’ system, will be implemented for traffic violations involving cyclists aged 16 and over.
It is important that everyone observes the correct traffic rules to prevent bicycle accidents.

What is the traffic violation notification system （or blue ticket system） for bicycles?

It notifies cyclists who commit certain traffic violations and informs them of the prescribed fines for each violation.

Traffic violations and their penalties

Please visit the National Police Agency’s official homepage＜外部リンク＞ to view a list of bicycle traffic violations and their penalties, as well as the bicycle traffic rules.

【Examples of violations and penalties】

• Use of smartphones: 12,000 yen
• Riding on the right-hand side of the road: 6,000 yen
• Riding while using earphones, umbrellas, etc.: 5,000 yen
• Not using lights: 5,000 yen
• Not stopping at stop signs: 5,000 yen

Joining bicycle insurance is obligatory

In Ichikawa City, all cyclists must join bicycle insurance according to city regulations. In one case, a cyclist was charged nearly 100 million yen for damage caused. Please be sure to join bicycle insurance in case of an accident.

On-site lectures are offered for groups in the city including business owners, neighborhood associations, PTAs, high schools, and universities. We will accommodate your requests for dates and venues.

2. Financial support system for compulsory education

The city provides partial financial support to parents/guardians experiencing financial difficulty paying for necessary school supplies for compulsory education.

【Contents of support】
（1）Part of class and student association fees
（2）Fees for school supplies and commuting items
（3）Extracurricular activity fees （without overnight stays）
（4）Extracurricular activity fees （with overnight stays）
（5）School trip fees
（6）Yearbook fees
（7）Sports equipment for physical education （junior high schools only）

【Eligibility】
Guardians living in the city who meet condition A or B.
A： Persons who receive public assistance（They will receive（3）and（5）only.）
B： Persons in financial difficulty equivalent to household receiving public assistance.

【Application】
Fill out the application form available at each school （also downloadable on the Ichikawa City official website） and submit it to the school together with the necessary documents. Results will be sent by the school.

3. Be mindful of ICHICO money/point expiration date

Extension of ICHICO money/points （from fiscal 2025） expiration date

The expiry date of ICHICO money purchased and ICHICO points obtained between April 1, 2025 and March 31, 2026 will be extended to Wednesday, March 31, 2027.
Extended money and points will not earn any points when used after Wednesday, April 1, 2026.

Expiration of ICHICO money／points （from fiscal 2024）

ICHICO money and points obtained between April 1, 2024 and March 31, 2025 will expire on Tuesday, March 31, 2026.

4. To people aged 75 and over: “AC support 75” will start soon

To prevent heat stroke among the elderly, the city will subsidize some of the cost of buying a new air conditioner. For more information, please visit the Ichikawa City official website.

From Wednesday, April 1 （Applications will close when the budget is reached.）

【Eligibility】
Persons who meet all of the following conditions:
（1）Ichikawa residents who are 75 years old or over, or who will turn 75 years old in fiscal 2026 at the time of application
（2）Households exempt from resident tax or households that pay the flat rate of residential tax
（3）Households in which no air conditioner is installed, or in which the air conditioner is not functioning.
（4）Households that purchase a new air conditioner or replace a non-functioning air conditioner

16さいいじょうの　ひとが　じてんしゃに　のるとき　きまりを　まもらないと　「あおきっぷ」が　でます。
じてんしゃの　じこが　おきないように　ただしく　じてんしゃに　のりましょう。

「あおきっぷ」とは　なんですか

くるまや　おーとばいと　おなじように　じてんしゃに　のるときに　きまりを　まもらない　ひとに　「あおきっぷ」を　だします。「あおきっぷ」が　でると　おかねを　はらうひつようが　あります。

じてんしゃに　のるときに　しては　いけないことと　はらう　ひつようが　ある　おかね

【じてんしゃに　のるときに　してはいけない　ことの　れい】

• けいたいでんわを　つかう　（てに　もって　うんてんするのも　だめです）：12,000えん
• どうろの　みぎがわを　はしる：6,000えん
• なにか　しながら　じてんしゃに　のる（いやほんを　つかったり　かさを　さしたりする）：5,000えん
• らんぷ（あかり）を　つけないで　じてんしゃに　のる：5,000えん

じてんしゃの　ほけん（じこが　おきたときに　おかねを　うけとることが　できる　しくみ）に　はいらなくてはいけません

いちかわしの　じょうれい（しが　きめた　きまり）では　じてんしゃに　のるひとは　ほけんに　はいらなくてはいけません。じてんしゃが　おこした　じこで　やく1おくえんの　おかねを　はらう　ひつようが　でたことも　あります。じてんしゃの　じこが　おきたときのために　かならず　ほけんに　はいってください。

だんたい（ぐるーぷ）の　ために　しゅっちょうこうしゅうかい（せんせいが　きてくれる　べんきょうかい）を　おこないます

2024ねん4がつ1にちから　2025ねん3がつ31にちに　かったり　うけとったりした　まねーと　ぽいんとは　2026ねん3がつ31にち（かようび）まで　つかうことが　できます。4がつ1にち（すいようび）の　あとは　つかうことが　できないので　ちゅういしてください。

ねっちゅうしょうを　ふせぐため　えあこんが　ない　いえや　うごかない　えあこんしかない　いえが　えあこんを　かう　ばあい　ひつような　おかねの　いちぶを　いちかわしが　はらいます。くわしい　じょうほうは　いちかわし　こうしき　うぇぶさいとを　みてください。

【もうしこみ】
4がつ1にち（すいようび）から　もうしこみが　できます。
（つかうことが　できる　おかねが　なくなったら　おわります。）

【もうしこみが　できる　ひと】
（1）から　（4）の　すべてに　あてはまる　ひと。
（1）もうしこみをするときに　いちかわしに　すんでいて　75さいいじょう　または　2026ねんどに　75さいになる　ひと。
（2）じゅうみんぜいを　はらう　ひつようが　ない　せたい。または　きまった　きんがくの　じゅうみんぜい　のみ　はらっている　せたい。
（3）すんでいる　いえに　えあこんが　1だいも　ない　または　つかうことができる　えあこんが　1だいも　ない　せたい。
（4）はじめて　えあこんを　かう　せたい。または　つかうことが　できる　えあこんが　ないので　あたらしい　えあこんを　かう　せたい。
